Pemba City Council recently received a visit from Virginia Liu, representative of a Chinese business group, who moved to the provincial capital of Cabo Delgado in order to identify business and investment opportunities in Pemba Bay and other strategic sectors of the local economy.
The visit is a result of the efforts of Pemba Municipal Council Chairman, Satar Abdulgani, in strengthening international cooperation and establishing strategic partnerships capable of promoting economic and social development of the municipality, with a focus on job creation, technological innovation and sustainability.
On November 5 and 6, 2025, memorandums of understanding were signed between the Pemba City Council, the Provincial Business Council (CTA) and the Chinese business group, consolidating collaboration commitments in areas such as tourism, real estate, renewable energy, fisheries, agriculture, logistics and technology transfer.

Entrepreneur Virginia Liu, Executive Director of the Pan-African-Chinese Forum, stressed that the initiative integrates the work of the Forum involving countries such as South Africa, Zambia, Malawi, Gabon, Ghana, Senegal, Tunisia, Botswana, Zimbabwe, Equatorial Guinea and Nigeria, with the aim of narrowing economic relations between China and the United States. African continent, through sustainable partnerships and mutual benefit.
With this new cooperation, the Pemba City Council strengthens its commitment to internationalisation of the local economy, consolidating itself as an attraction for investment and innovation in northern Mozambique.
